Project Overview
The ATE Agenda is a flagship project in Portugal funded by the PRR, with the aim of accelerating the transition to cleaner energy and promoting business innovation in the energy sector.
Led by EFACEC, the consortium brings together 80 promoters who work together to generate high added-value activities, create skilled jobs and strengthen Portugal’s international competitiveness.
Within this context, Cleanwatts Digital (CWD) plays a central role in TA02-WP3 – Energy Communities and Microgrids, in partnership with GALP and INESC-TEC, developing advanced digital solutions that enable the intelligent management of Renewable Energy Communities (REC), optimising distributed energy resources from residential and public entities.
CWD Role in the Project
CWD’s role in the ATE covers the entire development cycle, from conception to actual implementation:
- Led the definition of the system architecture, data flows and technical specifications for REC operation.
- Developed four central use cases:
- Cost Reduction: optimisation of energy consumption.
- CO₂ Reduction: minimisation of environmental footprint.
- Flexibility Management: provisioning of network services (FRR).
- Market Performance: participation in energy tariffs and markets.
- Created advanced optimisation algorithms to maximise economic and environmental benefits.
- Validated the systems in simulated environments and implemented the real pilot at Caxias Living Lab, ensuring interoperability with Shelly Pro EM-50 gateways and Huawei inverters.
- Developed intuitive dashboards for Community Self-Consumption Management Entities (EGACs), allowing monitoring of savings, CO₂ avoided, and flexibility provided.
- Ensured integration with partner systems, reinforcing open standards and interoperability.
Strategic Relevance for CWD
The ATE positions Cleanwatts Digital (CWD) as a benchmark in the digital management market for CERs and DERs:
- It consolidates its leadership in smart energy management solutions in Portugal and Europe.
- Expands technological know-how in residential and community battery optimisation algorithms.
- Creates opportunities for strategic partnerships with GALP, INESC-TEC and other stakeholders.
- Elevates the Cleanwatts Operating System (CWOS) to new levels of commercial maturity, interoperability and market readiness.

- Intelligent optimisation of batteries and DERs, maximising self-consumption and market participation.
- Integrated CER management, with real-time monitoring and provisioning of flexibility services.
